One hundred sixty-eight people died in the Hartford circus fire of 1944. The cause was never officially determined. Ada finds an arson investigator's private report hidden in the Ringling Brothers company archive. It names a man, an insurance policy, and a motive. The report was dated twelve days before the fire.
